Rule 269-1-.01 Arts Grants
(1) | Statutory Basis for Grant Program. O.C.G.A. 50-1225. |
(2) | General Scope and Purpose of the Grant Program. The general scope and purpose of the grant program is to provide arts grants to arts organizations for specific arts projects or for general operating support. Non-arts organizations are awarded grants for arts projects. The purpose of the program is to provide matching grants to not-for-profit organizations and units of government to enable them to provide quality arts programs and services to the citizens of Georgia. |
(3) | General Terms and Conditions of the
Grant. The general terms and conditions of the grant are as follows:

(4) | Eligible Recipients of the Grant. Organizations eligible to apply to the Georgia Council for the Arts for funds must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Public educational institutions and units of local/state government are also eligible to apply. |

Award. All applications for funding in this program are reviewed by
professional, peer advisory panels, who evaluate each application according to
the following review criteria:

Rule 269-1-.02 Folklife Project Grants

(2) | General Scope and Purpose of Grant
Program: The general scope and purpose of the folklife project grant
program is to provide assistance to Georgia organizations in their efforts to
document, preserve, and present the folklife and traditional arts of Georgia.

grant are as follows:

(4) | Eligible Recipients of the Grant. Rule 269-1-.03 Traditional Arts Apprenticeship Grants

(2) | General Scope and Purpose of the
Apprenticeship Grant Program: The general scope and purpose of the grant
program is to support the learning of traditional arts and folklife specific to
a particular folk group or ethnic community.

(4) | Eligible Recipients of the Grant: Individual applicants must be residents of Georgia and must be recognized within their communities as exemplary practitioners of their traditional art forms. |

Rule 269-1-.04 Touring Program

(2) | General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide funding to presenting organizations to enable them to present artists from other communities in the state. The program provides a means of sharing resources with areas of the state which have limited access to arts programming. Level of support provided ranges from 25 to 35 percent of the artists' fees. Artists must be selected from an approved roster, thereby guaranteeing artistic quality. |

Award: If it is not possible to fund all eligible applicants, either all
applicants will be funded at a reduced percentage, or organizations will be
funded based on the following criteria:

Rule 269-1-.05 Arts Council Development Program

(2) | General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide assistance to communities throughout Georgia in organizing and operating arts councils which present programs and services within their community and/or region. The program provides financial support and technical assistance to communities in an effort to strengthen the professional development and coordination of arts programming at the local level. The program provides 60% of the funds necessary to employ professional staff and to provide basic administrative and program costs the first year. In the second year, the Council provides 40%, and in the third year, the grantee must support these basic expenses on its own. (It does become eligible for Arts Grants support at this time however.) |

(4) | Eligible Recipients of the Grant: Organizations eligible to apply to the Georgia Council for the Arts for funds must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Public educational institutions and units of local/state government are also eligible to apply. |
(5) | Criteria for the Award: Applications will be reviewed on the basis of community need and willingness to support the program on a continuing basis, as evidenced by both broad-based community participation and commitment of local financial resources. |

(Dates for the April and June Council meetings are established at the October and April Council meetings, respectively.) Rule 269-1-.06 Georgia Challenge Program
(1) | Statutory Basis for Grant Program: O.C.G.A. 50-1225. |
(2) | General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide arts education grants to school systems to develop, implement and expand arts education curriculum in kindergarten - fifth grades. The Georgia Challenge is striving to infuse basic education in the arts into the curriculum on the same level as other core subjects. The grant funds awarded should provide the impetus to hire art specialists to continue the implementation and expansion of the arts education programs in local school systems. Funded programs should result in permanent, systemic, educational improvement. |
(3) | General

the grant are as follows:

(4) | Eligible Recipients of the Grant: All public school systems in the state of Georgia are eligible to apply. |
(5) | Criteria for the Award: All
applications for funding in this program are reviewed by a professional
advisory panel, who evaluate each application according to the following review
criteria:
Criteria 1) Budget Section: The extent to which the proposed budget and resources are appropriate and justified to support the program, and reflect the intent of the Georgia Challenge. Criteria 2) Program Summary: Overall rating of the proposal - the extent to which the activities set forth in the grant application reflect the intent of the Georgia Challenge. Criteria 3) Needs Assessment: The extent to which the school system demonstrates a need for the proposed program in the local school system. Criteria 4) Goals and Objectives: The extent to which the program objectives relate to the Georgia Quality Core Curriculum objectives in visual art, music, theater, and dance in K-5; and the extent to which the program objectives incorporate and build on the National Standards in Arts Education. Criteria 5) Goals and Objectives: The extent to which program objectives are related to and support arts education within the school system's instructional plan, including the potential for replication of model programs, K-5. Criteria 6) Program Description: The extent to which student activities and outcomes, staff development, and/or other program and planning activities reflect sequential, curriculum-based learning. Criteria 7) Program Description: The extent to which the school system has or will partner with their public colleges and universities, businesses, and local cultural and civic communities to infuse basic education in the arts into the curriculum on the same level as other core subjects. Criteria 8) Program Description: The extent to which the program is designed to be ongoing and sustainable beyond Georgia Challenge funding; and the extent to which the school system will promote the Georgia Challenge Program at the state and local levels. Criteria 9) Time Line: The extent to which the time line provides for a complete, realistic, and efficient work schedule for the program. Criteria 10) Evaluation Plan: The extent to which the proposed evaluation procedures and/or instruments are adequate to fully evaluate the goals and objectives of the proposal. |

Rule 269-1-.07 Technical Assistance

(2) | General Scope and Purpose of the Grant Program: The general purpose and scope of this program is to provide financial support for a wide range of training and technical assistance for arts organizations. Technical assistance may be defined as the provision of information through consultation, training, workshops, seminars and conferences which result in the improvement of the organization administratively and/or programmatically. Areas funded include, but are not limited to: fiscal affairs, human resources, communication and the use of technology, planning, evaluation, marketing and development, and artistic development. |

(4) | Eligible Recipients of the Grant: Organizations eligible to apply to the Georgia Council for the Arts for funds must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Public educational institutions and units of local/state government are also eligible to apply. |
