Chapter 267-9 EMPOWERMENT ZONE\ENTERPRIZE COMMUNITY LOAN - GRANT PROGRAM
Rule 267-9-.01 Purpose
In compliance with the "Fair and Open Grants" Article of the "Budget Accountability and Planning Act of 1993," following is the information on a grant program being implemented in spring/summer 1996.
Rule 267-9-.02 The Name of the Grant Program
Empowerment Zone/Enterprise Community Loan-Grant Program.
Rule 267-9-.03 The Citation to Statutory Basis for the Grant Program in the Official Code of Georgia Annotated or Other General Law of the State of Georgia
Funded from repayments of prior loans and investment earnings of the Authority's Water/Wastewater Loan Programs.
Rule 267-9-.04 The General Scope and Purpose of the Grant Program
To provide water, wastewater or solid waste project funding for any eligible jurisdiction of the State of Georgia within an empowerment zone or an enterprise community as designated by the federal government pursuant to 107 Stat. 543/664.
Rule 267-9-.05 General Terms and Conditions of the Grant
A list of the allowable program activities that can be funded may be found in O.C.G.A. 50-23-4(5)(A-C). The total amount available within the State of Georgia will not exceed $8 million in 1996.
Rule 267-9-.06 Eligible Recipients of the Grant
Local governments as defined in O.C.G.A. 50-23-4(7).
Rule 267-9-.07 The Criteria for the Award of the Grant
The Empowerment Zone/Enterprise Community Loan-Grant Program is a one-time effort designed to assist those jurisdictions in federally-designated empowerment zones/enterprise communities. $2 million has been designated as available in each Empowerment Zone/Enterprise Community area in Georgia. GEFA will accept applications for funding of eligible projects under the terms of its existing Waiting List Loan Program. Each application must be accompanied by a resolution from the governing body of the empowerment zone or enterprise community authorizing the local government to submit an application and concurring with the project. If a local government qualifies as financially able to repay a loan in the full amount of the project, no grant will be given. If the local government cannot repay the full amount of the project, GEFA will make a grant for the remainder of the project costs not covered by loan funds.
Rule 267-9-.08 Directions and Deadlines for Applying for Such Grant
Proposals or applications must be received by September 30, 1996, to be considered. This is a one-time program and will not be extended or reauthorized. Fax Copies will not be accepted or considered for funding. Applications should be mailed to:
