Chapter 267-16 NO-TILLAGE ASSISTANCE PROGRAM
In compliance with the "Fair and Open Grants" Article of the "Budget Accountability and Planning Act of 1993," following is the information on a grant program being implemented in the winter of 1999-2000.
No-Tillage Assistance Program.

Funded from Stripper Well Settlement Agreement Petroleum Overcharge funds.
To comply with the federal court's order to provide restitution to the State's citizens through energy and transportation related programs, this program was approved by the U.S. Department of Energy to provide grants to local governments or non-profit agencies for the purpose of establishing or expanding no-tillage agricultural assistance programs.
The Georgia Environmental Facilities Authority (GEFA) will entertain applications from local government or non-profit agencies with the capability of providing no-tillage programs to Georgia's farmers. $120,000 is available for this program.
State and Local Government and Non-Profit organizations.
Applicants (local governments and/or non-profit organizations) will compete for funding in the total amount of $120,000. GEFA will evaluate the applications based upon (1) The ability to provide agricultural no-tillage programs for farmers. (2) The degree of community/ multi-agency cooperation that is inherent in each application. (3) Prior experience in no-tillage programs or programs which provide direct benefits to the general public. (4) Higher value will be given to those applications which are multi-jurisdictional or multicounty in nature. In addition any non-profit applicant must submit a copy of their most recent financial audit or financial statement.
Proposals or applications will be reviewed and approved on a first come/first served basis. The last date for receiving applications for review is February 15, 2000. However, applicants should be advised that proposals and applications may be approved and funds committed prior to that date. Fax Copies will not be accepted or considered for funding.
